Lassen is similar. Developed sites open, boondocking closed. During the covid chaos developed sites were closed and boondocking was allowed. Could 2020 get any more bizarre?

If you were the sort to get creative in regulation interpretation, you could camp on private lands inside the NF until the landowner ran you off.

I had wanted to do a few more boondocks in the RV before putting it to bed for the year.

I think closing campgrounds earlier was all about COVID-19; closing boondocking is probably for fire safety (a camp host can monitor people to be sure they do not build open fires). The danger of COVID-19 in campgrounds got pushed aside for now.

A bunch of NF are now open in California--but all are prohibiting "sources of ignition" including campfires and any kind of stove.
