The forest trailheads on the east side of the Sierra crest are that go through Inyo NF are of course Inyo NF jurisdiction, so yeah, the 24 hour rule applies, even if you hike out of SeKi over Kearsarge and then back in to SeKi. You are entering via Inyo NF. From the Inyo NF website:
You are allowed to exit the wilderness briefly for resupply in Inyo National Forest, as long as you re-enter at the same location within 24 hours to resume your section hike.
