I see it done on many posts, but have yet to figure it out using the formatting tools given.

If you mean something like this:

[ url=https://cdfgnews.wordpress.com/2015/09/ ... alifornia/]General Deer season opens[/url ]

I put spaces in the front/back brackets so it would show you the code. Click on the URL add function in the posting area, and then in the first area add the = and your http link. Between the middle brackets, type in your text.

and you get this:

General Deer season opens
