Is there a way that we can just forward a PM instead of copy/quote it?

Sorry, there's not. That feature has been reserved only for Admins and Mods by the script's designers. However, you do have the ability to quote (as you've already mentioned) and you may also send to multiple recipients, in other words carbon copy.
