A public information phone line for Sierra National Forest Storm Damage Response questions has been established. The phone number is (559) 343-3090 and will be staffed from 8am – 6pm daily.
The following map shows forest roads and recreation sites that are affected by storm damage or forest closure. For county roads, please visit their respective websites linked below or via the QR codes on the map.

I don't give out specific route information, my belief is that it takes away from the whole adventure spirit of a trip, if you need every inch planned out, you'll have to get that from someone else.

The forest orders I see on the Sierra NF website do state that these closures are only in effect through April 28. Of course, the closures could be extended if they can't finish repairs.

This map shows all of the damage that is known so far.
Minarets road had a chipseal contract lined up for the entire stretch up to its intersection with Beasore before the harsh winter caused a bunch of damage. I imagine that the contract will be modified to include washout repairs. I would expect a July opening as a best case scenario.
Beasore has some major damage with no contract yet in place. Cold Springs summit will not melt out until June so repairs could be a while.
Sky Ranch has a big contract in the works. I don't know when it will start but believe that a July opening might be the best case scenario.
I would not expect Grizzly road to open in 2023.

Beasore has one contract out for bid with more likely.
Norris Creek Bridge is also scheduled for replacement this summer.
Some hazard tree sales from the Creek fire were also planned.
It sounds like a lot of repairs are being done under a blanket purchase agreement coordinated at the state level. The amount of damage really is overwhelming. The only event that seems comparable is 1964
I am beginning to think that most of the SNF will stay closed to expedite all of these projects.
